The northern end of Patagonia is not cold, and it does not snow at all, an that is where most people live.
Even in the south the is no snow near the coast, again were people live.
The only regions in patagonia were sbow and temperatures under 10° are an al year round thing is on Tierra del Fuego and then the small town that are on the mountains. With a population of less than a million, and Football and Basket still being the most popular sports, nobody goes and tries to invest in winter sports, skiing and snowboards are popular, but only recreationaly.
