Stages count for cup Points which are wiped away at the start of the playoffs. A stage win gives you a playoff point. They introduced them to reward leading the race early and to break up long boring green flag runs

Basically, the races are broken up into thirds or quarters depending on race distance. After each third or quarter of the race is complete, the caution flag flies, points get awarded, teams go in for pitstops and then there's restart.

it's basically done so NASCAR doesn't look bad throwing out "Phantom" debris cautions to bunch the field back up on purpose. (Of course, they still do that every now and then but it's a lot rarer.)
