basically in the early months of 2017 Neymar was arguably the best player in the world, and a bunch discussions emerged saying that he might be wasting his potential playing in Messi's shadow or saying that he's was only that good BECAUSE he was playing with Messi. People talked a lot that he could win the Ballon d'Or if he was the star player of his team, etc.

Recently Neymar's father told the truth about everything around that time, he said PSG offered the chance for him to be the absolute protagonist of the team, and because the French league is basically just PSG now he would be the star of the whole league. The challenge of singlehandedly elevating a team to be a european giant and become a respected team (and also earning a shitload of money) is mainly the reason he left, but people still say that he was jealous of Messi or that he was trying to leave Messi's shadow.

This is just marketing, Neymar is miles ahead of Mbappé. And what said is true, Neymar ruled the league for months and his arrival was a big deal.
