I tend to suspect the Packers' shittiness in the 70s-80s was more due to the board of directors' massive incompetence rather than anything Starr did as a coach. It's been a pretty constant theme throughout franchise history that the board of directors rarely know anything about how to manage the team outside financial aspects. When it comes to personnel decisions, they usually have no clue what they're doing and the team has only been good when a strong personality like Vince Lombardi or Ron Wolf comes along to put the BOD in their place.

During the 70s-80s, after Lombardi was gone, they had weak coaches and GMs who didn't challenge the stupid decisions made by the BOD which is why for example they blew their chance to draft most of the 70s Steelers lineup and thought that Lynn Dickey was a viable QB.

When he entered the league, there were 12 teams and 12 games a season. They expanded it to 14 games after the Cowboys and Vikings were started in 60-61. There wasn't an actual playoff system until the merger in 1970, which was in the twilight of Starr's career.
