I'm not sure how many, but most leagues on the continent have compulsory buy out clauses in all contracts. Generally you make the price as high as possible so you have some negotiating room if a club comes in for them. Even if they offer a fair price you can tell them that unless they're paying the release clause you're uninterested and there's not really much anyone can do. Obviously if the release clause is met then the player doesn't necessarily have to leave, it's just the club can't stand in the way of the player discussing a contract because the bid has to be automatically accepted due to meeting the clause.
If the player is playing garbage then the release clause is irrelevant because you can still sell him for whatever price you want, it's just that with a higher clause you aren't really capping how much you can sell the player for should he have a good run of form or whatever (which is another reason they try to make them as high as possible).
Naturally a more meme club like Eibar aren't really going to be able to demand a player sign a contract with that high of a release clause because they don't have the draw Halal have and they don't want to be fighting relegation every season etc. Whereas being tied to a contract like that at Halal is much more likely to be signed for the reverse reasons.
We have much smaller ones here because they aren't mandatory (or they aren't insisted upon as much, I forget the actual "rules"). I remember about 8 years or so ago Messi had one for £250m or something, then once it started to get mentioned that City would pay that price he signed a new contract with a £500m release or whatever it was. The point is he still had the clause because you have to.
