Best is hard to quantify. I'd agree with Peyton if you value extended production, but personally I like Young for his peak dominance in both passing and running.

I don't even think people who weren't alive and watching football in the 90's totally appreciate Steve Young. He was an automatic 300 yards and 2-3 touchdowns every week. He was an insanely accurate, super-smart pocket passer who could also break off 50 yard TD runs. It was like Drew Brees' brain in Mike Vick's body.

He gets shafted historically because his career started late and ended early so his cumulative stats aren't great but on a per-game basis he was as good as anybody. 1994 Young was a fucking demigod.

Theres never been a qb with high TD output while maintaining high yardage / accuracy and low INT ratio. Brady was #1in INT:TD ratio for nearly 15 years. People don't realize this. People didn't even care until recently Aaron Rodgers and Russel Wilson edged the #1 and #2 spots. Slightly higher efficiency but half as long of careers, and not nearly the output. Rodgers still has never come close to 50 TD's or 5,000 yards in a season. His overall output is weak.

Peyton has insane TD output, Brees has insane yardage output, but both have godawful TD:INT ratio overall. Nobody is good at everything. Except Brady.

Brady is literally a fucking beast. I remember Peyton throwing weak broken spiral passes less than 25 yards when he was younger than Brady is now, meanwhile Brady is still playing and looking like Captain America. Beast.

any/a is probably the best individual performance stat for evaluating QBs. Young is the only player in the top 10 who didn't play this century, and him, Peyton, and Staubach are the only players to lead the league in any/a for 4 seasons.
