Hazard had 1 year of his contract left and made it clear that he would join Dortmund this year for 25M€ or next year for free. Brandt had a release clause and chose Dortmund over the likes of Juventus, Atletico & Chelsea. So basically the only thing Dortmund did well at was concinving those players to join them, there was little actual negotiation to be had with the teams of those respective players

What does world class even mean? He's not on the level of guys like Hazard or Mbappe, but he's a good winger with the potential to be one of the better wingers in the PL.

He's done that for our NT since he was 17. On the club level, I can't give you a specific example of a game where he's dominated, but there's no question that he's been good overall for Dortmund. He went through a bad patch due to coming back from an injury and losing confidence due to being benched by Sancho, resulting in him trying to hard to impress with his limited minutes and only compounding his troubles, but since the move to Chelsea was finalized, he played very well for Dortmund:

I just think it's unfair to put him down for not completely dominating at the club level. How many other young players have the same expectations and scrutiny placed on them besides ones who were once touted as wonderkids like Rashford and O. Dembele? Granted, Pulisic was hyped up by some Americans, but the people making Messi comparisons were both a vocal minority and casual fans.
