There is a 9 km loop through the town and the end of the stage. GC time gaps will be taken at the 1st passage to avoid another meatgrinder.

PR is often a boring race for large periods but it is the best race because of it's history and the importance the riders place on it. Same for the tour. Whoever wins today has a nice Giro stage win on their palmares but a tdf stage win means so much more. So a boring sprint stage in the tdf becomes interesting.

I totally agree with you. It's that beautiful scenery that makes it special. And those crazy spectators on mountain stages gives it a real party atmosphere. The TDF is truly one hell of a spectacle that other GTs can't match.
