It doesn't. The algorithm doesn't take into account factors that affect fighter performance. Sadam Ali's win over Cotto should be worth much less due to Cotto's age and an injury during the fight but he still got bumped up pretty high for it.
Eubank Jr. is rated at #2 in super middleweight because he got a lot of points from degale. Saunders is rated at #4 at 168 despite not even fighting yet because he carried his points from middleweight up.
