Since CL was enlarged to include non domestic champions in the early 90s its been this way, obviously you wouldn't make much money if only domestic champions played in the competition and this is all about money since its a professional sport

Then the 2nd/3rd/4th placed teams can all go into the Europa League and make that tournament all the better whilst preserving the integrity of the main tournament.

I guess they could make Europa League a better more prestigious torunament if they did that but they would have to raise the prize money which leads again to the money problem

Europe is a big continent with plenty of teams to fill that void - especially if (as previously mentioned) we allow teams who have won in recent previous years.
There's plenty of sleeping giants with big fanbases that would either do well (bonus) or get filtered out early in the competition anyway if they're not of a good enough standard.

It'd be a redistribution of quality. Those 2nd - 4th place teams would be fighting it out in a quality Europa League.
Meanwhile, the true Champions fight it out as it should be. And like I said, the poorer teams would get weeded out early on, so there wouldn't be a massive drop off in quality.
A hell of a lot more interest though in terms of different style match ups and culture clashes.
