so it was the fault of the conservative central government? the council were well within their rights and means to spend that money, but Thatcher had an ideological opposition to state spending, because state spending = redistribution. There is absolutely no causal link between the actions of the city council and the social fractures seen in the 80s and 90s. the fault lies with the people with actual power.

The budget was set because of the devastation caused by the long term deindustrialisation that you yourself mentioned and the huge short term damage wrought by Thatcherite economics. You are right to say that places like Liverpool were on a long term relative decline. The solutions offered by Labour and the conservatives in recent governments had absolutely failed to get those places to recover but they at least offered a lifeline to the people in those places. Nothing radical was ever tried to help these places: Thatcher was radical but in a way that cut those places off and focused all efforts to generate wealth in London and the South East. Thatcherism was certainly not inevitable or necessary, this is pretty obvious from the way that her policies weren't actually that close at all to pure neoliberal ideology.

I agree that Thatcher certainly didn't help but neither did the Conservatives actually promise to solve unemployment when they were elected in 1979, the privatisation and so on was an initiative to restore responsibility to people and encourage a home-owning society. Whether it worked or not is up for debate but I just feel that they certainly didn't help themselves.

You can do what you like, but it should be pretty clear that the most representative Liverpool supporters are the ones from Liverpool itself, and that they're likely to have similar political views. If someone is a fan from outside the city and is a tory, it's pretty easy to see that they'd be seen as an outsider, just as a scouse communist would be thought of as an outsider by Chelsea fans for example.
It's fine, politics makes me angry too. I think that the rhetoric about responsibility and a share owning society was the surface ideology, but deep down the neoliberal project was one of redistributing power and wealth to the top of society. Global growth during the 80s and 90s was piss compared to the 50s and 60s, despite Thatcher's 'there is no alternative' bollocks. And yes you're right that the tories were pretty honest about what they were doing, and that a lot of people liked it, but that doesn't make it okay. A lot of that comes from the fact that Labour failed those areas and the country generally so badly in the 60s and 70s. The easiest thing for the city council to do would have been to go along with the changes she was making and accommodate to them, despite the huge social fractures they caused, such as the heroine epidemic. Militant in Liverpool and Coventry, similar to the miners and the poll tax rioters, were justly using unconstitutional means to try to defeat policies they understandably despised.
