Seems like it. Not sure they can spend on the same level as Chelsea/City did back then because of FFP, but they have Mendes on their side and will probably throw money at the academy and buying/selling youth players as well. The other thing about Wolves is they are a very marketable club so will probably expect to do well on merch globally now their profile and reputation is growing which will help with financial rules.
