Those clubs predate the Welsh league so were already established in the English league system as they had nowhere else to play. When the Welsh league was set up they along with Wrexham and Newport (I think) were invited to join but all said no for obvious financial/prestige reasons

they were already established professional teams in the english system when the welsh league was formed, they were given the option but the welsh league is barely professional and the standard is so unbelievably low that it would be unthinkable for teams established in the english leagues to join.
the difference in quality is 100x the difference between celtic/rangers and the rest of the spl. the new saints, who dominate the welsh league, are based in a town of about 15,000 with a stadium of 2,000 capacity. the welsh national team wouldn't even think of selecting any players from that league. most spl grounds are at least 10,000 capacity and the standard, whilst not amazing, is professional and you do get some good international level players there

The pubs in Scotland show the games and as many people turn out to watch the Saturday Night EPL game in an NPC bar as do the Sat/Sun morning SPL games.
Rangers and Celtic are the biggest draw up here, but the pubs do well screening the EPL matches and they're fun to watch. Between the PAddies and Pajeets in Uni-cities (Dundee, Aberdeen, Edinburgh) the matches are well supported.
They are countries in a way more individually recognised that the US (as countries relates to culture, heraldry, etc.) but aren't 'nations' in the way the US is (fully antonymous, individual member states of the UN, etc.). The nomenclature isn't hard to understand
