Liverpool, however, are only slightly behind United in terms of trophies and prestige (if you include meme pre-PL titles and stuff as 'relevant'). Therefore, United would much prefer City to win than Liverpool. However, it doesn't matter. City will slip one way or another, Liverpool won't.

I dont think it should be based on continuous success. I think adding a weight back then would work. I think football has progressed and got more difficult over time that it should be weighed less the further back you go.
Although you can make the argument that it was equally difficult but not at the same level it is today. Either way continuing success is a bad metric to add to this because it's taking into account consistency rather than results
