Assuming ban is upheld:
Reece James looking good, so he should cover for Azpi next season. Might also be an option as a winger/cm utility guy.
Zouma and Tomori should be retained and will be rotated as CBs.
Abraham is another no brainer, too good for the championship and is at minimum a backup striker.
For Jorginho and Kante backup. Bakayoko might be the answer for Kante but i doubt Milan will pass on his purchase clause. For Jorginho, hopefully one of Ampadu and Mount would be able to fulfill the role.
Wingers would be another season of William/Pedro unfortunately (hoping reece james can develop to be a good winger too)
Aim if transfer ban would be top 4 at most. If there is no ban, what Chelsea need the most in order of importance:
Elite striker: Someone young or in his prime (Jovic? Icardi? Piatek?)
Hazard replacement: Pretty much irreplacable, but they could try (Insigne?Bale? Son? Chiesa? Richarlison?)
Kante backup: Someone young and could put in a good shift too along with Kante, if needed (Ndombele? Bentancur? Kessie?) Kante is the best at what he does and has improved a lot offensively this year.
I think with these 3 key signings Chelsea can mount a title challenge BUT only if Sarri is retained and this managerial merry go round is stopped. If next season the same old shitty-ball is still seen then sack him and find another manager who can implement the football Roman likes.
