No, you're too small and your infrastructure lacks too much. You'll always be able to produce numerous class players, which is good and impressive considering the rather small size of your nation, but in order to play with the big boys, you'd have to vastly improve your sports infrastructure and hope for many talented players to appear. I simply don't believe that you can hold yourselves in the "club of world class nations" for more than a few years at a time, even under the best circumstances.
You're doing fine, but 2018 was quite a whacky world cup and your team is getting old. Reaching a final was the most you can get. However, you guys have a strong mentality and will never become irrelevant.
Just my personal opinion, be proud of what you've already achieved and improve the infrastructure to fully realize your potential.

Infrastrucure is overrated. And it’s not that bad. Dinamo Zagreb has one of the best football academies in the world. Hajduk has done some changes and they have interesting young players now.
