Arsenal decided to build their new stadium and continue a self-funded model just when a certain russian gangster decided he needed a football club to launder his money.
Instead of getting a sugar daddy on their own they got one of the worst amerijews they could get who is more interested in buying ranches than further the Arsenal brand with titles.

United wanted to take the fast route to success after Red Nose finally called it quits and (despite not being that bad after all) laid off Moyes because he didn't finish where the board wanted with a squad that only Fergie and the literal devil himself could manage to a league title. After that the manager carousel followed by arguments between Woody and the coach(es) who to buy resulted in some of the worst money spent on players no one needed and/or wanted.

Chelsea are just a mess of a club where the players dictate who gets to manage them and have now fallen out of favor with their formerly heavily invested sugar daddy. They have a coach who has no real system and players that are never going to fit his 'Sarriball' all while losing their best, and only, good player in the summer all while being punished with a transfer ban.

At the same time Liverpool and City can spend whatever they want and lucked out on some of their signings.

the competition caught up to them. English football needed a huge kick in the ass and Jose Mourinho delivered it in 2004 when he brought the 4-3-3 to chelsea. It woke the country up to continental tactics and delivered two successive titles to Chelsea.
Manure have more money than ever but just expect to have success because they are born into it as united fans and assume that Ferguson could have delivered titles with any squad. It isn't true. The other teams in the league are finally serious professional outfits with high tech scouting and continually advancing tactics. Ferguson's sides could buy virtually every english youth player they wanted and faced variations of the 4-4-2 for every weekend deployed by teams that simply didn't have the resources to do widespread international scouting or in-depth opposition analysis and were largely outclassed from the word go.

Chelsea's model of firing managers constantly has honestly not helped them but their scouting and player recruitment has been good enough to cover that up by continually replenishing the squad's quality. But when the honeymoon period with a manager runs out the players start to get rankled and rebel and the leadership is happy to oblige them with a sacking even when the manager has only recently delivered trophies. No manager will deliver trophies in the current prem every single year. Even pep guardiola and the most expensive squad in the league's history is being pushed right to the brink this season. The manager needs backing and stability and the players of chelsea need to know that the manager is in charge and their whining and rebellion won't unsettle the manager's position.

Arsenal are the strangest case. Either wenger or the board was content to be 3/4th - qualify for the CL, exit in the CL in the knockout stages and didn't want to spend enough to get over the hump. They had the quality but refused to build a side with the depth, steel and balance to really challenge for the title.

They are just behind the cycle. They had success more recently and didn't fall out of their comfort zone and have to rebuild. City and liverpool are currently at a level that is a result of a multi-year building project.
