They never wanted to pay premium prices for top players and it has always worked out for them until recently. Just now that Dortmund can sell their best players for 100m+ and Bayern can't "steal" them anymore it became harder for them to compete in the CL. Other Bundes clubs have adapted to this situation. A player like Jovic would have been one of those "cheap" Bayern transfers 5 years ago but now he's probably off to Barca for big money.
