How do you define "top of the league"? Do you mean just LFC and City? Top four? Top six? If just LFC and City, Liverpool weren't near that level until this season. They finished last season 25 points off Man City, in the summer they bought two players that have featured regularly all season - Alisson and Fabinho, from there they've managed to close the gap down to one point (at the moment), whilst reaching the semi final of the UCL. How when you consider this is 97 points not acceptable?
If your answer to my first question is top four or top six, I ask you why then is it only LFC and City with so many points? If the disparity is as huge as you say all of the top 4/6 should be winning every game that isn't against each other.
Maybe the truth is the disparity isn't as extreme as you make out in terms of player quality, with the exception of the very bottom clubs it's a very difficult league and the fact that City and Liverpool have maintained such a high level all through the season is nothing short of amazing. If either of them properly dropped off at any time the other would have won it already a while ago and both teams expected points total would be enough to win almost any previous league title in history.
