It's much easier for young players to grow in a well structured team/franchise like the Spurs that values balanced collective game, sharing the ball and "equal" opportunities (or at leas tmore equal than in other franchises).
Imagine if White ended playing for the Rockets. The guy would be behind Paul and Harden and would just rot on the bench all season, reduced to playing 3-4 minutes of garbage times every now and then, then after his rookie contract he would just go away to give place for the next batch of rookies.
