The city can spend money with the hope of luring a franchise in either the MLB or NFL without building two facilities and convert the park in the OP to either football or baseball once a team has been secured. Still very risky, the Alamodome was built to snag an NFL team and now it's functionally obsolete for that purpose.

Well a lot of stadiums aren't built right beside commercial and residential areas because there's enough empty land to build on that costs much less than other areas. Also consider that most US cities don't have extensive public transit. There's only so much a few dozen buses can do. So you end up with a decent number of stadiums that need relatively large parking lots to accomdate all the traffic.
This is actually one of the reasons why I love college stadiums. A lot of stadiums are right in the heart of campus and will have at most 1 parking lot nearby (which is usually reserved for students). My favorites are Alabama's Bryant Denny Stadium and North Carolina's Kenan Memorial Stadium.

It has more to do with the sheer amount of space compared to the number of people, and since most American cities are designed around using a car it makes sense that a lot of stadiums are primarily accessible for cars first.

By the strict definition of tailgating I suppose you can't, but the majority of tailgating at places like Alabama takes place at tents on the big grass lawn beside the stadium or at fraternity houses. All you really need is a large, open, public space near the stadium that you can set up on in advance.
The absence of corners will let sound travel out easily and it would take away any sense of symmetry. There's nothing wrong with giving a nice view out of the stadium (like with Philadelphia) but that stadium just doesn't translate to a fun atmosphere. It would be a lot better if they had seats going all the way around but sunk the field so you can still view the water behind the seats.
