Why not add Curaçao, Guyana, French Guiana, Suriname and Falklands (for the bantz) to COMNEBOL so you can have more nations to statpad against?
Every other continent does this, it allows the smaller nations to improve too by regularly facing stronger opposition. Either that or started fueling the separatist movements so that more countries will be created. Amazonas, Patagonia, Sao Paulo, Sul and Zulia.
This would bring COMNEBOL up to 20 members and a bit more varied.

Then allow the 50 US states and 10 Canadian provinces compete at national level (similar to how UK has 4 teams). Creating state rivalries would probably make it more interesting for Americans and 60 teams is perfect for the Nations League format.

Falklands recently played against an 'FA Representative' team and lost 3-1. The best player for England was a striker from the 8th tier, so Falklands are laughably bad.
