first of all, this is not in the scope of the governors job. Second Wisconsin is extremely geographically segregated, almost all of the black populations live under different police jurisdictions of white people nearby
There is literally no reason to think that Walker told the state's cops to target black people or to let white people off the hook. The fact is, the black people that moved up to Wisconsin came extremely poor thanks to generations of Jim Crow in their previous home, and have done little to improve their lot since arriving (not helped by decades of socialist rule in Milwaukee during the 1900s, which only kept the poor poor and encouraged the affluent to leave the city), this has led to wildly higher crime rates than their white neighbors
