Teams in the bottom third of the table don't win many games, so if you get a couple of wins thanks to 'new manager syndrome', you can easily climb a couple of places and stave off relegation. Teams in the top 4, however, win a majority of their matches and so to win a title you have to achieve a consistently high win-rate.

Do you really not see why the temporary boost given by a new manager is much more significant in avoiding relegation than in winning the league?
