I might be biased, but I'd go with Beckenbauer.
But the thing about him was that he was superb everywhere, that's what makes him the GOAT overall. Comparing two players from two different eras is very difficult and the thing about defenders is that they are usually overlooked unless they're also involved in offensive play. Both were fantastic players, but my personal choice would be Beckenbauer, defensively and overall.

So was Maldini actually.
He was very good at going forward in his prime.
Only difference between Becks and Maldini is that Maldini wasn't fortunate to win the WC. Though he came close in 1994 where he along with Baresi shut down Romario-Bebeto for 120 minutes.
Maldini was better at defending, I'd say Becks was better at playmaking.

Maldini was very consistent for very long but I never considered him to be THE best. Maybe he was in the early 90s but by the time I was watching there was always someone better. Thuram and Stam forgotten nowadays but absolute monsters in early 2000s

Maldini was the best from the early mid 90s to the day he retired(and in the 80s/early 90s only Baresi rivaled him), period.
