Always hope for an entirely or mostly green race. If yellows are to happen, then hope for them to be after pit windows just ended so it doesn't fuck the guys who are actually quick.
Passes for the lead can and probably will happen on track, but through pit entry and exit laps, a driver can undercut the leader to take the lead.
Example: P2 driver, who is saving fuel, is 2.3 seconds behind P1 Driver, gap is consistent for now. P1 driver pits, this gives P2 driver open track, granting him the ability to run qualifying-like laps that are 1-2 seconds faster a lap than P1 was doing. P2 driver then pits, when he comes out of the pits he should have leap-frogged the leader, even better is if he still has clear track(no traffic) and can continue to run qualifying laps to stretch his advantage.

There is no point in comparing those speeds. Indycar is almost a purely national series with a fraction of the funding that goes into wec and f1. They're practically running f2 cars. Indycars could go faster than that on much less power than 20 years ago by virtue of being more slippery than cars of the past. Indycars would kill the ancient Indy qualifying lap record at just Road Course boost. JR Hildebrand said they played around in the Indy Simulator in 2014 at RC boost and ran 242mph laps.
The current car has a better drag coefficient that the Panoz DP01(the previously most efficient chassis), but that's not saying much when you consider it has been over a decade.(Per Pruett and Dale Coyne's Chief Engineer)
The series is so stagnant and it doesn't need to be. Everything more efficient, a couple qualifying laps at high boost wouldn't kill that many miles off an engine's life.
The Indy lap record is kind of overrated, it was set with a Reynard 95i Ford and that only did 228 at Michigan compared to the 235 lap record there. There's decent reason to believe a later Champ Car could have gone around Indy in the mid-240s.
Get rid of tunnel blockers and Handford wings and they're 15mph beyond that.
I would bet a 750hp lap from a modern Indycar could at least match speeds seen at Fontana and Michigan, not top speed mind you, just average speed.
They don't really make lap time that differently, they just don't have 200hp devoted to overcoming wheel drag.

As far as speed goes, it's the g-load that's the problem, right? Can't modern cars corner faster than than the driver can sustain, g-wise, throughout a race? I thought that's what the problem was in Texas back in the day.
It's that Indy was built in 1911 and has major safety issues from the right angle turns and extremely close grandstands unless you massively change the entire facility which they won't do for both cost and tradition reasons and the track owns the series and doesn't want any other track to be faster.

In the former case most lapped cars ahead of the first non-pitting car except for the dudes running out of fuel under yellow will get back on to the lead lap, but on a road course it will put them 30s behind still and on smaller oval they'll get relapped if they pit before the next yellow. Here being a lap down means absolutely nothing, the only disadvantage is not being able to pass lead lap cars in the pits and guys will get 6 laps back without any strategy whatsoever.

Someone suggested doing a NASCAR endurance race at Pocono. Just combine the races into a big 800 mile race.
It's a novelty, but an 8 hour race with no stages would be fascinating even at a track that NASCAR can't put a decent show on.
Pocono would be the ideal track for that since it very rough on the machines but not as physical as a 1.5 mile or a short track, also they would need to have xfinity and truck guys as co-drivers, feels bad that it'll never happen

They would still be prepping for smaller engine regs anyway. Current garage rumor is there's a number of manufacturers interested in Gen 7 but they want V6 engines and teams are happy with V6 because it would significantly bring costs down along with more modifications to the body. We're heading towards the end of the V8 era and NASCAR is gonna make a big stink about 2020 being the last year of it.

I think something like "The parts in your Camaro are the same parts we use in ours" would be pretty cool.
