It's a rule to make knockout stage games more interesting as it makes ties less common
People are always complaining about penalty kicks being a stupid mini game, and the away goal rule was put in place to make it less frequent

It's a real thing. So real that many teams would completely park the bus on the away match, hoping to outscore the opposition at home. The away goal rule not only reduces the amount of PKs, but also incentivizes teams not to be cowardly at away matches

Team B managed to score in the away game and held a clean sheet against team A at home. They are the better team.

The only problem with this rule is it allows the team playing on the road for the second game a potential extra 30 minutes to score an away goal. To fix this you simply rule all goals scored in overtime to be on "neutral ground".
