It's a downgrade but it's a bargain for a player who is good enough to start and contribute. The supporting cast is also levels better than anything else he's played in which will change his workload. Bears need to be careful with cap space for the next few years.

Further a team is looking for either a 3-4 olb OR a 4-3 DE never both so its always best to say "team x needs a 3-4 pass rusher" or "team y needs a 4-3 DE"
