Pretty rare, 99% of the time it's English lads declaring for Ireland or Wales because they have no chance of making it into the English NT.

It's happened like twice, ever, and the other one never got called up to England's first team so he really just cucked himself out of an international career. Anyway, it serves Ireland right when their whole recruitment policy is to scour the English leagues for English lads with an Irish grandparent and to get in there before the England national team does.

Grealish is English though, whereas the Irish and Welsh national teams are historically full of players born and raised in England. We have players like Wilfried Zaha too, who declared for the Ivory Coast despite the fact he has lived in England since he was about 3 years old.

So is Rice. He was born in London, it's only his grandparents who were from Ireland. He probably just didn't think he'd be an England regular but now his career is really starting to show potential.
Also Zaha declared for Ivory Coast after flopping at Man United and Cardiff and having to go back to Palace. He was considered quite the flop back then, probably didn't expect his England career to happen at that point. Beforehand he represented England at youth level and I definitely remember him making a senior appearance or 2 for England before switching allegiances back when he was in the Championship.

Carl Jenkinson has a really weird thing going for him in that he's a pretty shit player yet he's a fan favourite at a big club.
Arsenal fans love him because he's supported us all his life and is clearly living his dream. He always puts a load of effort in when he plays and he hasn't had a bad game in ages now (although that's probably because he usually plays against the shitters although he does have a prem appearance this season and he was great in that match).
It's a weird situation but I feel like he knows he's not that great and probably just wants to stay at Arsenal, make a bit of money, and very occasionally play a match and get cheered massively by the fans. Once he leaves Arsenal that's it for him, he'll never play at a high level again.
Doubt he gives a shit about Finland.
