They're kind of the same thing, it just depends on where you are on the track as to whether it's a good thing or not. Every car punches a "hole" (ie. creates a "turbulent" low pressure system) in the air behind them, which results in the following car producing less downforce. This is good for straight line speed (benefit of "slipstream") but not cornering speed (detriment of "dirty air"). This is also why you sometimes see faster cars taking unusual lines through high speed corners, because there's sometimes more grip to be had when you're running through a solid block of air off the racing line as opposed to another car's wake while on it. Last years cars produced a lot of what was called "out-wash", which were low pressure systems either side of the car that reduced the aero impact of the wheels. Pretty much every single complication on the 2018 front wings was designed to get air around the front wheels as efficiently as possible; they weren't meant to create downforce. This still technically creates a "slipstream" effect but a much wider, less effective one that ruins the aero efficiency of the following car, no matter what line they take. So the FIA decided enough is enough and fitted snowploughs to the front of the cars. The end.

I personally think Ricciardo gave up last season and fell into the head games spiral. It does show he is likely not championship material, he gave up already. What he should have done is a Rosberg ‘No more Mr Nice Guy’, stayed at Red Bull and taken the fight to Verstappen.
