Outsider opinion here. Visited Liverpool and Manchester last year. Liverpool actually seemed kind of cool, it has an overall post industrial atmosphere but the historical core is still interesting and the homing sections don't seem dangerous as they told me. Manchester is your average metropolis, full of financial and comercial buildings, and I actually found more addicts and beggars. Homing sections are either very posh or shadowy roads. People in Liverpool were more friendly, the only real nice guy I met in Manchester was a paki
