There's literally no room for interpretations here, he has his arm wide, he hits the ball in the box with it, it's a penalty, no metter the player the team or the time on the clock.

It was a penalty, but penalties have always been cheap. How can you give a team an 80% chance of a goal just because a shot that was going 10 yards wide hit an arm accidentally, or when there's a foul at the top of the box with 8 defenders in it. There should be regular penalties from 12 yards and penalties from 20 yards for less severe infringements.

Because you can average odds via statistical analysis of a great number of games doesn't mean one football game can't be totally at odds with the previsions because it is indeed an open play game with a great factor of randomness.
