They were talking about the women, but I don't think it's much different with the men, perhaps Russians look like they are training a lot these days on the men side of things.
When Kalla started training with the Norwegian team, she said she was shocked at the amount of training they do. She increased her amount of training too, and followed their routines for 1-2 years and then she became one of the two world's best skiiers for a season, rivalling Bjǿrgen. She stopped training all those extra hours, and now she is back at where she was before, definitely up there, but not among the very top.

Well I don't know anything about skiing but I know a lot about cycling and distance running where there is large variance between the training of the top athletes. You have some. Guys doing much higher volume and some guys doing much higher intensity. And last few years knowledge on weight training, diet, and recovery methods has greatly increased. It is quite possible that Norway are just doing thing better and smarter than their rivals.
