Nobody ever gets punished for this unless the other team has seriously bought the ref, like obviously fucking rigged the game to shit.
It NEVER gets penalised.
At this point it would be inconsistent and fuck stuff up if a referee did call it.
Now I would support any kind of initiative to make referees all collectively start punishing it at once, same with diving and every other "accepted cheat" in the game, but one referee alone can't punish it, even if he is consistent, without getting huge amounts of stick for it.
