Jazz was doing it way more though before them.
Charlie parker was noisy as fuck and he screwed with the sound of his instruments like many jazz musicians did to give it distortion.
Then distorted guitars emerged in the 60's.
Then there was Jimmy Hendrix and Jimmy Page who turned distortion to the next level. Both deliberately fucked the sound up to make it sound "naughty" and then they developed a more melodic "accident" in their tunes. That's arguably the start of what became shoegaze. Page and Hendrics deliberately explored the harmony between distortion and melody. The abrasiveness became fundamental to sound after them.
Cocteau Twins really took the pedal things to extremes without developing the noise aspect of it.
Then along came MBV who just went that bit further.
