I'm in a non-US band that has toured the States and I think the major problem is that your scene is absolutely infested with people who don't give a shit about the music. All sorts of junkies, weirdos and semi-criminal misfits: promoters, "venue" owners/workers even people in bands, the scum of the Earth somehow seem to reach prominence in the US scene. To them Metal is just a place that outcasts gravitate to, the music is completely secondary to them, and they will fuck anyone over for an easy buck, no sense of comradeship, no sense that we're all on the same team. There are obviously lots of exceptions, and we met some very nice, helpful, hard-working and dedicated people along the way, but until you ostracize the . trash it'll be impossible to put good things together anywhere near European, or even Latin American levels. Sorry.

That's pretty apt from my experience. I live in one of the larger US metal scenes and there are countless lowlifes like you describe. Not necessarily complete junkies or criminals, but people with no character who will backstab anyone for their own benefit.
