I don't even think Anthrax was a big influence on anything, not even nu-metal. Korn were influenced by shit like Faith No More, RHCP, RATM, etc, they just heavied it up because they were also influenced by Pantera and Sepultura.

I'm The Man sounds like a Beastie song and came out a year after License to Ill, and the Public Enemy collab didn't happen until 1991 and it used an already existing song and just added riffs. What Scott did was try to use his metal cred (at the time) to let insular metal fans know it's ok to listen to other genres.
There's nothing wrong with rap metal other than all the white bois taking it over. Hip hop with riffs can be pretty great

There were far more white boy metal fans in the late 80s/early 90s who were open to rap music than the alternate, rock music as a whole in the black community was seen on a scale from 1 "das white ppl shyyyt" to 10 "THATS DEVIL MUSIC I AINT GOIN TO HELL"
I guess they technically invented it on I'm the Man, but that's a pretty obscure release and was done kinda jokingly. I'd say Epic by Faith No More is what really codifies the genre.
