Japan is undoubtedly one of the top 5 countries for the past 100 years of music, if you say otherwise you just have a bias against them because of anime or something.

Its mostly because of the huge language barrier and other cultural preconceptions. Japs have plenty of originality and "soul" in their music. Anyone saying they are not capable of creating works of art clearly have not even tried to scratch the surface.
