You haven't listened enough. Give all of her albums a try. Kick Inside is Kate at 17, HOL was her big glossy commercial album. Each album is different. I like her older albums more, the first two are brilliant. Arial and 50 Words For Snow are way less commercial, but grow on you.
I wouldn't say most talented, but I'd put her in the top 5 for the last 20 years, easily.

I prefer Kate to Joanna by a small margin. Larger body of fantastic work. I find both MEM and Divers to be lacking where as TKI, NfE, Dreaming, HOL, TSW, and Aerial are all fantastic. That being said, Ys and HOOM are better than all of those except HOL
