Anthrax is awesome, when they're at their fastest they're like a whirlwind. They're also the one east coast representative in the big 4.

That said, I honestly have no idea why they're more deserving of the 4th slot than Exodus or Testament. Hell, international bands like Sepultura, Sodom, Kreator, and Celtic Frost are probably just as deserving too, as are punk bands like DRI, Corrosion of Conformity, Cro-Mags, and Suicidal Tendencies.

But now I'm thinking about this too much.

Most of those bands didn't release material until after '85 or '86, I'd argue Suicidal and CoC don't even belong on your list. There's a case to be made for Celtic Frost though, I'd argue probably for Exodus as well but Baloff and Zetro are such shitty vocalists that they make Mustaine sound good

If we are strictly talking about the tour:
-Exodus and Testament would be good choices but both have like 1 original member left
-Sepultura fell so hard after Max leaving that when they play in shitty festivals with local argie/chilean bands they dont even headline
-Celtic Frost will never reunite
-Kreator are too "complex" for american audiences and Sodom are still around?
From the remaining bands you mentioned only DRI and ST (with Lombardo) can compete, but they never where popular enough.

Having said that, the whole "big 4" thing is just a money grab and it made sense they included the bands with actual "hits" and that are wayyy past their prime
