Depends honestly but bad lyrics can be made up for with a good riff/melody and sound, but not the other way around.

other than that it really doesn't matter what you're saying, just how you say it

As important as you make them. They're incredibly important to me, as in I'm glad they exist sometimes. However I don't need the lyrics to be good at all to enjoy the music, is a great example, the lyrics are dumb, but good chanting music and great beats.
Bob Dylan's lyrics are important. Van halen's music is great, but lyrically they're more interested in talking shit, they can be funny though. Bob Dylan on the other hand might be the biggest hack of all time, or this century, I do think he's kind of a goofball who strikes gold a lot of the time.

I never listen to the lyrics. I can't listen to any music in my own language. Lyrics are too cringe. With english there's always that one abstraction layer that makes me able to tune the stuff out for the most part.

Depends entirely on the piece.
Some have minimal instrumentals and a focus on lyrics which makes good lyrics extremely important, others have not as much focus on the lyrics or even none at all in which case lyrics can be irrelevant.
As long as some aspect of the music is interesting to listen to at any point in the piece it's good. That can be anything.
