It takes skill. I saw Merzbow live and he was much better than the opening acts. They were mostly just thin laptop static but Merzbow was louder and deeper, more layered, and much more controlled. Akita was superior.

I think is more than that. You are very right with the notion of owning, especially when you take how noise functions around politics. It is what you make it to be. There's that book on noise (japanoise: music at the edge...) that I think takes a similar approach.
It's also noise's own attitude. Artist's are hanatarashi, they are snot-nosed in a sense, they are out and they like it, because it gives them the freedeom. A big act comes with big responsibility.
This also pushes noise actively into it's own means as a genre and in a way makes it a strikingly diverse scene, even more before the internet.
Nowadays it's easier to form a vocabulary of approaches and with that - to hear more music.

I'm watching merzbow kookabura performance video and it's cool but kind of boring, maybe the sounds system on my TV isn't giving me the best experience.
