I don't own a strat, but a prs with similar 6 post bridge. This sounds like it'd put a lot of tension on those two screws and possibly damaging your bridge and body. Those screws go directly into the wood and there's no reinforcement. I think it would eventually widen out the holes in the wood or just break, oval out the holes for the posts on the bridge and/or just snap the screw heads.

1: What's a good starter bass for someone with extensive string experience who wants a decent instrument to play prog and post punk-inspired stuff on.
Should I save my money and get a used Peavey T-40 or something boring like a basic bitch Fender Jazz Bass or P bass, or should I just bite the bullet and get an Ernie Ball Music Man or a 4001/4003?
I really, really, really like the 4001/4003 sound, and I fucking love the look of the 4003 in bare walnut.
2: Also, is it dumb to try to go straight into lap steel/pedal steel with zero guitar experience whatsoever (but tons of bowed string instrument experience) or is it so different from regular guitar that the lack of experience isn't really a drawback?

Honestly, I really like the idea of rick-o-sound just because I could play with dual amplifiers, one set up up for a gnarly, grungy lead tone while the other is set up for a clean, crystal-clear traditional bass tone and switch between the two on the fly.

Should I buy a guitar from guitar center? I don't have an address atm for delivery so I want to go and try a bass and buy one that suits me. But all the guitars at guitar center are used by random customers every day, should I just look into a local music store?

I believe you have the option of picking it uo at the fedex office. Thats what i did with my last online guitar purchase. The ones in the back are straight from the manufacturer and unmolested so the setup is up to the factory that sent it. And guitar center employees do not set up the guitars. And all the demo models have traces of kaka semen and pee on the fretboard.
