It does. And true avant-garde albums can be let off the hook for not paying heed to typical musical conventions because they're avant-garde, they expand upon the scene with concepts that are truly ahead of their peers.
Ok computer doesn't have any such hook. Radiohead didnt do anything new or forward thinking on OK computer. But it is still packed with lazy, spoken word acts like BABY IN BACK SEAT, a boring spoken word piece that thinks its edgier than it is because Thom put the lyrics through Microsoft Sam.
