Take a 13-year old girl whose starving artist parents raised her and her bro from birth to become famous actors/musicians and ensure she gets big on the internet via SoundCloud, IG, and Youtube. Push her album release back for months and in that time get her loads of high profile interviews and tons of social media clout to ensure success. Also get her to pander to the hip hop and SJW crowds by jacking the trap sound and faking some kind of political consciousness.

I only remember this happening once before. Britney Spears. It's strange though, Billie's shilling is very targeted to her market, I still haven't heard any of her songs except some of that Bad Guy one. When it was with Britney, there was literally no escape. She was everywhere a complete carpet bombing. This Billie shilling is nothing compared to that.
It could also be the change in media. With Billie, the bulk of her shilling is online, because that's where her target audience lurks. I'm in my 30s and remember the Britney shit (albeit vaguely since I was like 10 when she blew up) and remember seeing her all over TV, radio, magazines, lunchboxes, etc.
I think it's because Britney was created to appeal to the lowest of low culture - at that time, the most mainstream of audiences, while Billie is meant to appeal to the intersection of "underground" and the mainstream which is more and more adopting aspects of the underground that have gradually become cool within the past decade
It has everything to do with how the internet (especially after the takeoff of "meme rap" in the early 2010s) has made music way more niche. Instead of creating huge universal pop stars with huge pop hits that appeal to everyone, labels create novelty acts whose music primarily appeals to niches. In Billie's case, she's riding two of the biggest waves of the 2010s: Lordealikes and trap.
