Surely. The distinction between modern folk and country is only commercial anyway.

I disagree, there is a very clear difference. I think the main thing is lyrical content, as well as the fact that country tends to be more singer songwriter than folk tends to be. There are plenty of fantastic country musicians, but folk also has more of a focus on musicianship, as well as making use of more unique instruments. Country is also a very American tradition, a kin to mariachi in Mexico, while folk seems to have relative similarities to other forms of folk throughout western society. Country is to blues as folk is to jazz if that makes sense.

I think you are thinking about specific kinds of folk and not perceiving what is now labeled as folk. Contemporary folk drew heavily from many sources (blues, jazz, traditional, etc). There are folk singers who only sing traditional songs, some that only play the guitar, etc.,
