ITAOTS is a better album, but the high points of The Glow Pt. 2 are probably better. Both are astonishing, though.

Listening to that album I'd say that the instrumentation is brilliant and of a similar quality but almost more polished, though from what I've heard so far the vocals are a lot less memorable

To answer your question, start with the bands of the people directly related to NMH. You already discovered The Music Tapes, now move on to The Gerbils (the band of their horn player) and A Hawk and a Handsaw (the drummer).

the track "honest, dude" off this album is really good and reminds me of nmh a good amount. if you like it you should listen to the whole thing its a real underrated treat
check out the music tapes, julian koster is the head of that band, which if you don't know is the guy who plays saw. the sound while being a lot more whimsical and carnival-like fits in with the nmh sound

I would argue itaots is actually a really unique album with its instrumentals and lyrics. Jeff is actually a really creative lyricist, and with the combination of horns, acoustics, banjo, and singing saw, which was all assembled in a really fun early 1900's carnival vibe. To say itaots isn't unique is simply lying, there really isn't anything like that album.
