Is it bad because it's simple. I say no. He's a great bassist because his stuff is recognisable and it is a vital aspect to every song he plays on. New Order/Joy Division would not sound as they did without Hooky
Burton was just a good bassist, but he's so overrated. He just play guitarish solos on a bass. Never on top 10. Newsteed and Trujillo are way more technical and professional
