Generally what they'll do is a bit clever than just "hey, odd time signatures are super noticeable", and more as a rhetorical gesture.
Another nice example is the music of Joan Tower. Island Prelude is in many time signatures.
Look into the minimalist movement. Also Don Caballero
Illinois has some cool examples that you don't often hear in indie rock. Also, Solsbury Hill by Peter Gabriel is notable for being the most "natural-sounding" odd-time song I've ever heard. Could be that I'm musically illiterate, but I couldn't believe it was 7/4 before I counted it out.
7/11 isn't a real time signature, unless he means doing 7/8 over an 11/8
