Pointing out that the government turned a blind eye to serious design flaws that put hundreds of millions of lives at risk and then lied about it to their own people isn't propaganda. If a Chernobyl-like event happened in any other country, even America, we wouldn't be having this argument.

The context is that they compared the west with Russia, first the infrastructure and second the idea to just get it because *its cheaper*, that make their system look for not wanting the best because they are stingy, thats a very negative image, they didnt care about the funtionality but being the first to have it.
